The whole clip is just different ways the cat shouts:
"FOR GOODNESS SAKE, GET BACK YOU TINY SAVAGES!!!"
Except at the end when he just lays there looking severely irritated as the puppy climbs on him. At that point he's just like:
"Uggggh! Fine, do what you want! Just tell me when it's over!"
